    The European Charter of Citizens' Rights in the Information Society

    An important tool in promoting policies and specific eGovernment applications within the local government is mainly the European Charter of Citizens' Rights in the Information Society.

    The Charter has been drawn up since 2006, not a new one, however, it contains very important principles of proclamation, which we expect to see also the self-governments in Greece, which in the field of e-government, with the exception of certain municipalities such as the municipality of Trikala, are not at the forefront of the avant-garde.


    In particular, the Charter provides for citizens 'right of access to the Internet by creating public access points, preferably through a broadband network and respecting data security and the protection of citizens' personal data.

    Furthermore, the right to education and training in new technologies is provided, in particular through continuing education and e-learning.

    The Charter also refers to the quality of the information provided by the administration, but also to the accessibility of people with disabilities.

    Finally, the creation of e-democracy applications is envisaged, with participation in the decision-making process by electronic means.

    Objectives

    Undertake, within the sphere of my responsibility and activities, the creation and delivery of services aimed at achieving the following local objectives,

    1. Promote Internet access for all and foster the effective use of and public trust in technologies and public services based on new technologies

    2. Strengthen the fundamental right to education in the Knowledge Society, enabling people of all ages and sectors to take part in and benefit from the development of the Knowledge Society

    3. Provide access to user-friendly and understandable public information

    4. Ensure transparent public administration

    I want to progressively ensure the effective recognition and protection of all citizens in the Knowledge Society in order to overcome any possible threat of digital divide and ensure social and territorial cohesion. I wish in particular, within the limits of my responsibilities and specificities, to recognize and progressively protect the following rights:

    CHAPTER I. Rights to Access

    1. Every citizen of the European Union will have access to the Internet through public Internet Access Points, preferably via a broadband network

    2. Every citizen of the European Union must be guaranteed the security and privacy of any personal data managed through online public services

    CHAPTER II. Rights to Education and Training

    3. Every citizen of the European Union will have the right to acquire the basic skills for the efficient use of ICT services and information

    4. Every citizen of the European Union will have access to personalized assistance when accessing public and ICT-based equipment and facilities

    5. Every citizen of the European Union will have access to lifelong e-learning platforms to benefit from all available resources generated by communication-technology facilities and thus take part in the knowledge society

    Rights to Online Information

    6. Every citizen of the European Union will have access to the best quality information produced by public administrations

    7. Every citizen of the European Union will have access to online information regardless of disabilities

    Rights to Online Participation

    8. Every citizen of the European Union will be guaranteed the right to participate through ICT platforms in the decision-making processes of his or her local government

    9. Every citizen of the European Union will receive public feedback on any online consultation results
